City Environmental Quality Review (CEQR)
A draft Environmental Impact Statement disclosing the development’s potential environmental impacts has been prepared in association with the ULURP application. The draft EIS is prepared under the supervision of the Mayor’s Office of Environmental Coordination (MOEC). The draft EIS can be viewed and downloaded at http://www.nyc.gov/html/oec/html/ceqr/13dme003m.shtml and all other associated CEQR documents can be accessed at nyc.gov/oec.
The CEQR process began last fall with establishing the scope of the environmental reviews. MOEC held a public scoping hearing on November 1, 2012 at which the public could comment on the proposed scope. Due to the proximity of that date to Hurricane Sandy, MOEC extended the public hearing at the request of Community Board 8 to December 4, 2012.
CEQR review now continues in tandem with the ULURP application. The CB 8 public hearing on May 8, 2013 on the ULURP application also served as the public hearing on the draft EIS. Following public review by the Community Board, the Borough President, and the City Planning Commission, a final EIS will be prepared that will include an analysis of all issues raised by the public.
