Public Review Process and Timeline
The acquisition contract with the City is contingent upon approval of the necessary land use and zoning actions required for construction of the two proposed buildings. Approval of these land use and zoning actions requires an application to the City Planning Commission, which reviews applications pursuant to the Uniform Land Use Review Procedure (ULURP) and the City Environmental Quality Review (CEQR). Both ULURP and CEQR require public review according to fixed schedules by the Community Board, the Borough President, and the City Council. Public testimony is encouraged throughout.
The first step in the ULURP sequence of public reviews was a referral to Community Board 8 for its advisory recommendation. Consistent with its past practice, Community Board 8 appointed a Task Force to learn more about these requested actions. We met with CB 8's Land Use Committee on September 19, 2012 and March 13, 2013, and with the CB 8 Task Force on October 9 and November 20, 2012, February 12 and April 10, 2013 for presentations and discussion.
Memorial Sloan-Kettering and CUNY/Hunter's application for variances and the zoning text amendment needed to construct the 74th Street facility was approved at Community Board 8's Land Use Committee meeting on May 8.
Now that certification has occurred, the Community Board will schedule a formal public hearing at which testimony will be heard. Interested parties can follow the Community Board’s proposed schedule and the times and locations of future meetings at cb8m.com.
