Enhanced Outreach and Advocacy Training for Community Follow-up Workers


Funded by the New York State Department of Health/ Department of Labor Healthcare Workforce Retraining Initiative, this project is a 8-10 week training program for Community Follow Up Workers (CFWs) currently employed by HIV/AIDS Comprehensive Medicaid Case Management (COBRA) programs of the NYS AIDS Institute. This training is designed to help CFWs meet the changing demands of their jobs and improve retention and advancement within their programs.

Community Follow Up Workers are an essential part of the COBRA case management team. They provide a wide range of direct and indirect support services to clients who face enormous barriers to care. The complex issues associated with HIV/AIDS require that these workers obtain advanced skills in communication, documentation, advocacy and coordination.

This training series uses a strengths-based method – it starts with the assumption that participants already bring various skills, strengths and experience from which training can take off. People grow in competence and confidence as they further develop their skills and discover new talents. Participants not only learn from trainers, but from one another in highly interactive sessions.

The ten-week full-day training series includes the following:

  • The Role of Supervision
  • Time Management and Self-Organization

CFW Training Outline

In July 2004, thirty (30) CFWs from 24 COBRA programs in the downstate region of New York State successfully completed the Enhanced Outreach and Advocacy Training Program. In the Fall Cycle, which ran from September through November, 2004, 20 CFWs completed the training.

We expect that participants will return to their communities motivated, further empowered, and able to apply their new skills within their organizations and with their clients.
