NEW YORK STATE EDUCATION DEPARTMENT -- EDUCATION PROGRAM ASSISTANT 1, G-14

The Office of Bilingual Education in New York City in Elementary, Middle, Secondary and Continuing Education (EMSC) is seeking applicants for the position of Education Program Assistant 1. This Office is responsible for coordinating and implementing Department policies and programs that meet the educational needs of English language learners and limited English proficient students. Duties of the Education Program Assistant 1 position will include, but not be limited to the following:

  • Oversee/track office budget to ensure expenditures are appropriate and cost effective;
  • Assist in the review and processing of grant applications;
  • Prepare and edit office communications, reports, plans, etc;
  • Prepare email and written replies to office correspondence;
  • Update and maintain office web page;
  • Assist with organizing meetings, including preparing agenda and follow up, as needed;
  • Develop and maintain Listservs.

LOCATION: Manhattan SALARY: $35,428*

MINIMUM QUALIFICATIONS:
Candidates must have permanent competitive or non-competitive 55b/c service as an Education Program Assistant 1 OR be reachable on the Education Department Public Administration Trainee Transition (PATT) list OR be reachable on the Professional Careers Test (PCT) list OR have one year of permanent, competitive service in a title eligible to transfer under Section 70.1 of the Civil Service Law. Appointees from the PATT or PCT list must serve a two-year traineeship that leads to the Grade 14 salary level. To be considered for a transfer under Section 70.4 of the Civil Service Law, candidates must be on the Professional Careers Test (PCT) eligible list and have one year of permanent competitive or 55b/c service in a title at SG-11 or higher. Appointees under Section 70.4 serve a two-year traineeship that leads to a Grade 14.

CONDITIONS OF EMPLOYMENT: This will be a permanent appointment.
*Leads to a maximum salary of $45,241 based on annual performance advances.**

ASSOCIATE IN BILINGUAL EDUCATION, SG-26

Location: Manhattan Salary: $68,331.00*
The Office of Elementary, Middle, Secondary and Continuing Education seeks a candidate to fill the vacancy of Associate in Bilingual Education, Grade 26.

The Office of Bilingual Education has responsibility for the coordination and implementation of Department policies and programs that meet the educational needs of English language learners and limited English proficient students. The responsibilities of this office have increased significantly with the implementation of the No Child Left Behind legislation and the Board of Regents emphasis on increasing student achievement for the LEP/ELL student population. Duties include but are not limited to the following:

  • Provide technical assistance to local school administrators, teachers, parents and the general public.
  • Plan and conduct monitoring visits and quality program reviews of schools and districts.
  • Provide information, direction and guidance to local schools, administrators, teachers and parents on Slate and federal laws, regulations and policies.
  • Collaborate with Bilingual Education Technical Assistance Centers, local education agencies and other Department offices to conduct activities relative to the education and other needs of LEP/ELL and linguistic minority students.
  • Draft legislation, regulations, policy statements, program and evaluation reports, memoranda, curriculum materials and resource guides.
  • Prepare written reviews of State and federal proposals for Bilingual and English as a second language for State and federal funding for elementary, secondary and higher education programs.
  • Analyze research articles, reports, etc. to identify impact and implications on the education of LEP/ELL.

MINIMUM QUALIFICATIONS: This will be a provisional appointment pending a Civil Service examination. Qualified candidates must have a master’s degree in education and five years of professional experience, as follows: 3 years of New York State teaching experience in a bilingual education program for limited English proficient students in grades K-12, and 2 years of administrative or supervisory experience in the field of bilingual education or English as a second language. Candidates with a doctorate in education (Ed.D./Ph.D.) may waive the 3 years of teaching experience but must fulfill the 2 years of administrative or supervisory experience requirement.

Applications must clearly indicate the candidate’s expertise in one or more of the major ethno linguistic groups in the State, which include: Arabic, Bengali, Chinese, Haitian Creole, Korean, Polish, Punjabi, Russian, Spanish, and Urdu.
*Starting Salary effective 4/1/07 + location pay of 1,302. Leads to maximum salary of $83,347.
