Our Goals

Our Goals for all New York State LEP/ELL students are:

  • To provide technical assistance on policies and regulations, availability of funding, and other educational resources.
  • To help LEP/ELL students succeed in help by providing educational activities for their parents in collaboration with community outreach programs.
  • To provide professional development that enhance the skills of all educators who work with LEP/ELLs.
  • To improve the implementation of higher learning standards.

Activities

In the coming 2006-07 school year, we will present workshops for practitioners and administrators in our regional service area, Manhattan and Staten Island, on the topics listed below. The dates for these activities will be announced as soon as they are determined.

Our workshops will include how to:

  • execute New York State (NYS) and federal policies for limited English proficient (LEP)/English language learners (ELLs).
  • teach English Language Arts and Native Language Arts to LEP/ELLs and use A Resource Guide for All Teachers to help practitioners teach ESL.
  • implement a Two-Way Bilingual Education Program (where students learn English and another language in language arts and the content areas).
  • administer and score the Language Assessment Battery-Revised (LAB-R) and the NYS English as a Second Language Achievement Test (NYSESLAT) to place and determine the English language proficiency levels of the students. Training will also be provided so that practitioners can collect data and use it to guide and improve instruction.
  • provide professional development to enhance the abilities of bilingual and ESL teachers so that they can help the students to meet the NYS Learning Standards in core subjects, ESL and NLA.
  • understand Adequate Yearly Progress (AYP) indicators according to federal Title I and Title III requirements, including how to help LEP/ELL students meet achievement objectives and the NYS Learning Standards.
  • improve the performance of Students with Interrupted Formal Education (SIFE) including helping to develop programs and providing staff development for practitioners who work with SIFE students.
  • organize a Teacher Institute to provide information about policies and initiatives of the New York State Education Department and address the most current statewide issues regarding bilingual education.

We will also:

  • help one high school establish and implement an Advanced Placement (AP) program in Spanish or French for LEP/ELL students.
  • make an onsite visit to one district to collect data on the implementation of the Language Allocation Policy according to NYS ESL language instruction requirements.
  • conduct a Peer Review of Title III and CR Part 154 bilingual education applications of Districts in Manhattan and Staten Island as well as Citywide District 75 to ensure the approval of the plans.
  • train high school students to participate in the Hispanic Youth Leadership Institute so that they can develop leadership and public speaking skills, learn about parliamentary procedure and understand the New York State legislative process.
  • perform Quality Reviews of the bilingual education programs in two elementary, two middle and two high schools in districts with large LEP populations, to help the schools enhance their programs for LEP/ELLs.
