New Track: Public Health Policy and Management (HPM)

The Urban Public Health Public Health Policy and Management (HPM) track at Hunter College, CUNY was approved on March 27, 2008, and will admit it's first class Fall 2008. The application deadline for Fall 2008 admission is June 2, 2008.

Graduates will have the knowledge and skills needed to plan and manage public health programs in a variety of urban settings and across multiple sectors; analyze the impact of policies in the health and others sectors on population health; or advocate for policies that promote the health of urban populations.

The MPH Degree program is 48 credits. Students will take 6 required core courses in urban/public health (Biostatistics, Epidemiology, Environmental Health and Safety, Principles of Health Care Administration, Urban Health Promotion and Public Health Policy); 5 required track specialization courses in Health Policy and Management; 3 electives; and fieldwork. Students are encouraged to select one of two concentrations within this track: (1) health management or (2) policy analysis and advocacy. Each course is 3 credits. A description of the courses is listed below:

Required Track Specialization Courses (15 credits)

HPM 750 Public Health Management (prerequisite PH 701 (Public Health Administration) or 710 (Urban Health Promotion)). Overview of management issues in variety of organizational settings and the larger public health environment; describes managerial functions and problem solving strategies, financial management principles, and management models for change; develops specific skills in program management, budgeting, workforce development, and managing intersectoral programs. (Offered in spring, beginning in 2009.)

HPM 751 Public Health and Health Care Law (pre or co-requisites PH 701 and 710 or with instructor’s permission for those with at least one year of health care experience). Reviews key areas of the legal process relevant to health care delivery and public health; analyzes major court decisions that have affected the field and selected federal, state and local statutes that affect public health and health care practice; acquaints students with the basics of legal research and legal reasoning as applied to public health and health care. (Offered in fall, beginning in 2008.)

HPM 752 Comparative Analyses of Urban Health Care Systems (prerequisites PH 701,710). Examines unique challenges and opportunities for delivering health care in developed and developing world cities; analyses impact of national and local policies and social and political factors on health care access, quality and outcomes; introduces empirical methods for making comparative studies across municipalities and nations. (Offered in spring, beginning in 2009.)

HPM 753 Public Health Policy Analysis (prerequisites PH 701,710 and PH 740). Examines common approaches and concepts of policy analysis for public health, including market efficiency and failures, cost-benefit analysis, problem and decision making analysis; describes critiques of such models with public health examples; focuses on the Health Impact Assessment as a method for analyzing costs and benefits of health and non-health policies. Offered in fall, beginning in 2009).

HPM 754 Public Health Advocacy (Prerequisites: PH 701,710,740). Prepares students to advocate for policies that promote public health, develops skills in planning and implementing advocacy campaigns; assess theories on role of coalitions and advocacy in changing health policy. (Offered in spring, beginning in 2009).

HPM 737.1 and 2 Field Work and Capstone Project in Public Health Policy and Management (420 hours of placement and a capstone paper). 6 credits

Admissions requirements for the proposed HPM track: In addition to the general admission requirements for the MPH program, HPM applicants are expected to have at least 3 undergraduate or graduate courses (9 credits) in one or more of the following disciplines: economics, accounting, business administration, public policy, urban affairs and political science.
