Training and Technical Assistance

The Training and Technical Assistance division of the The National Resource Center for Family-Centered Practice and Permanency Planning is responsible for providing on-site training and technical assistance to public, private, and Tribal child welfare agencies around issues related to the provision of quality foster care services and timely permanency planning for children in out-of-home care.

As is mandated by the Children's Bureau, our work is currently prioritized toward providing technical assistance to States, Tribes, and US Territories that are implementing Program Improvement Plans (PIPs) in order to achieve substantial conformity through the child and family services reviews.

We have also been exploring innovative ways to provide technical assistance through technology and new methodologies. We have produced several webcasts on subjects of interest in the field. In addition, we are planning to use the Breakthrough Series Collaborative methodology to promote practice improvement and knowledge sharing among child welfare agencies.

Following Hurricanes Katrina and Rita in 2005, we joined our six partner National Resource Centers in a coordinated approach to technical assistance. This PowerPoint presentation describes highlights of that effort as well as the continuing need.
Our staff - in collaboration with the federal regional offices and the Children's Bureau - provides individualized assessments of needs, explores initiatives already in place, and strategically works with child welfare agencies to tailor our services to address and sustain changes needed. For more information please contact our Associate Director and Training & Technical Assistance Coordinator, Stephanie Boyd Serafin by e-mail at stephanie.serafin@hunter.cuny.edu or phone at 212/452 7049.

We provide free on-site training or technical assistance to States and Tribes in our areas of expertise, after negotiation with and approval by your Regional Office staff. Please download our Training and Technical Assistance brochure or refer to the listing below to find out how to initiate the process.
