A Ferris Wheel and Disorderly Development on Staten Island: 9 days after Superstorm Sandy hit Staten Island, the NYC Economic Development Corporation sponsored a meeting on a new plan to building the world's largest Ferris Wheel.  You'd think that a full-throated discussion on disaster recovery would have been more on-message.
