New Employee Ethics Training
The Ethics Commission Reform Act of 2022 (ECRA) requires that all New York State employees receive live or online ethics training every year. The Commission on Ethics and Lobbying in Government (COELIG) is responsible for developing and administering this important training mandate.
New State employees are required to:
- Complete live training within 90 days of employment;
- Attend a live training every other year and attend an ethics training refresher in intervening years.
Hunter College and COELIG both offer live training sessions to satisfy the live training requirement.

Financial Disclosure Statement
State employees whose annual salaries surpass the threshold ($111,897 in 2023) or who are designated policy-makers after the applicable filing due date must file a Financial Disclosure Statement (FDS) within 30 days of the change in their salary or policy-maker designation unless they have been granted an exemption.
- Non-academic employees who meet the salary threshold or who have been designated as a policy maker must file a FDS by May 15.
- Academic employees who meet the reporting threshold must file their FDS by November 15 for the previous tax-year.
New State employees who (1) have annual salaries above the threshold or are designated policy-makers, and (2) commence employment after the applicable filing due date must file within 30 days of hire.
New employees who are required to file a Financial Disclosure Statement will receive notification from the Office of Legal Affairs with instructions on how to file.
